Once a campaign has been committed and sent for approval, it becomes read-only for everyone except the approver currently reviewing it.
Why this is a hard rule
Reviewing the exact version that was submitted
An approver needs to review the exact version of a campaign that was submitted. If the owner or anyone else could keep editing it after submission, the approver could end up reviewing something different from what actually ships, silently undermining the approval. Locking the campaign at the moment of commitment guarantees the approver sees, and signs off on, the real thing.
What the owner can still do
The owner's only lever while a campaign is committed is to withdraw it. Withdrawing pulls it out of the approval queue and returns it to Draft, where it can be edited freely again before being recommitted.
